CEBU Gov. Pamela Baricuatro has formally requested President Ferdinand Marcos Jr. to order an independent investigation into the causes of the massive flooding that struck the province during Typhoon Tino.

In a Nov. 7 letter, Baricuatro described how Cebu was hit by successive calamities, the Sept. 30 earthquake followed by one of the worst flash floods leaving entire barangays submerged, families displaced, and homes destroyed.

“Cebu has been battered beyond measure. Once more, we lost lives. Entire barangays were inundated by torrents of floodwater,” the governor.

“Families sought higher ground in the break of dawn. Homes were swallowed by mud, and mothers clutched their children as water rose with terrifying speed,” she said.

Baricuatro called on Malacañang to ensure “truth, accountability, and action,” stressing that the recent flooding should not be treated as mere fate or a natural occurrence.

She requested a full investigation into potential failures in flood control systems, drainage networks, slope protection, and land-altering activities, and sought immediate national support for environmental protection, watershed rehabilitation, disaster-risk prevention, and climate-driven hazard mitigation programs.(MyTVCebu)
