THE provincial government of Cebu has issued a directive requiring all quarry and mineral extraction permit holders to implement strict environmental measures following recent incidents of flooding, soil erosion, and landslides in the province.

Gov. Pamela Baricuatro signed a memorandum on November 17, 2025, instructing the Provincial Environment and Natural Resources Office (PENRO) to enforce Section 3(c)(2) of Provincial Ordinance 2016-21.

The memorandum aims to ensure that environmental safeguards are strictly observed in all quarrying and mining operations.

Under the ordinance, all permit holders are required to plant at least one tree seedling for every cubic meter of extracted quarry and mineral resources.

This requirement applies to both the host communities where extraction takes place and neighboring communities that may be affected by the activities.

In addition to tree planting, permittees must donate healthy endemic and fruit-bearing tree seedlings to provincial nurseries.

They are also required to construct drainage canals at their extraction sites.

Completion of these drainage systems will now be a prerequisite for the re-issuance of any permits, ensuring that sites are prepared to manage water flow and reduce the risk of flooding and erosion.

The memorandum clearly states that these directives take effect immediately and must be incorporated into all future permit issuances.

It also applies retroactively to previously issued permits, ensuring that all active quarry and mining operations comply with the environmental requirements.

The provincial government emphasized that strict compliance is mandatory for all concerned offices and permit holders.

The memorandum underscores the importance of sustainable practices in quarrying and mining operations to protect communities and minimize environmental hazards.

This directive reflects Cebu Provinceโ€™s ongoing efforts to strengthen environmental management in areas prone to natural disasters and to ensure that quarrying and mining activities are conducted responsibly.

Meanwhile, Vice Governor Glenn Soco said the provincial board will review Baricuatroโ€™s directive to determine how the tree planting aligns with existing policies and whether supporting legislation is needed.

He noted that an ordinance may be required to fully reinforce the environmental provisions, particularly those involving tree planting.(MyTVCebu)
