Transfer of personnel from guv’s office to PDRRMO deferred

THE Cebu Provincial Board (PB) has deferred an ordinance that seeks to transfer 10 plantilla positions from the Office of the Governor to the Provincial Disaster Risk Reduction And Management Office (PDRRMO).

Board members raised questions on the procedures of transferring these positions, particularly the budgetary allocations.

During the body’s July 20 regular session, retired Col. Dennis Pastor, chief of PDRRMO, said these positions originally belonged to PDRRMO when it was reverted back to the Governor’s Office in the previous administration.

“Naa gyud nay positions sa Provincial Governor’s Office (PGO) of 10 plantilla positions of the previous PDRRMO. So nahimo naman ming department, bakante man na siya so ibalhin na siya sa amoa, ang position lang wala pay tawo. Mag hire pa mi ana” Pastor told media members in a phone interview.

These plantilla positions are composed of both administrative staff and response and operations personnel.

According to Marilou Commendador of the Capitol’s Human Resource Department, 10 of the plantilla positions currently under the Office of the Governor, six remain vacant while four are already occupied.

These four positions cannot be dissolved and the process of transferring it to the PDRRMO should go to the process of the Civil Service Commission (CSC).

Cebu 2nd District Board Member (BM) Stanley Caminero, who authored the ordinance, said the transfer of the positions is to fullfil the administrative responsibilities and acountability based on their plantilla positions under the PDRRMO and not under the supervision of the Office of the Governor.

"Otherwise it would appear from the perspective of the Civil Service that these employees are directly under the Office of the Governor," Caminero said.

Board member Nilo Seno suggested inviting first officials from the CSC who oversees the work of government employees to enlighten the local legislators on the transfer of employees from one office to another department.

As to the budgetary concerns, the budget officer should be the one to explain to the body, according to ABC President and ex-officio BM Celestino "Tining" Martinez, who authored the ordinance establishing PDRRMO as the independent department of the Cebu Provincial Government.

Caminero agreed to listen first to the concerned offices and agencies regarding the procedure of the transfer and moved to defer his ordinance for second reading.

Currently, PDRRMO has 14 regular or plantilla positions. If the ordinance is approved, that will make 24 regular positions under the PDRRMO.

Pastor said as of now, they have over 50 personnel including the regular and Job Order (JO) employees.

He said they are still hiring around 20 personnel including responders, drivers and administrative staff.(MyTVCebu)
