PB reminds Cebu hospitals: ‘Do not detain patients’

THE Cebu Provincial Board reminded hospitals, clinics and other healthcare facilities not to detain patients just because they are unable to settle their bills.
The provincial board noted that some patients with pending medical bills are not allowed to be discharged unless they can fully pay their obligations.
The anti-hospital detention was highlighted in a resolution authored by Board Member Dason Lorenz Lagon and was approved during the board on May 4.
The resolution cited Republic Act 9439 or the Anti-Hospital Detention Law which states that hospitals or medical clinic in the country are prohibited “to detain or to otherwise cause, directly or indirectly, the detention of patients who have fully or partially recovered or have been adequately attended to or who may have died for reasons of nonpayment in part or in full of hospital bills or medical expenses.”
Under the national law, patients who are ready to leave but cannot fully pay their hospital obligations can go home if they sign a promisory note secured by a co-maker or mortgage. They can also request for their medical certificates or death certificates.
However, those patients confined in private rooms are not covered with the said law.
“There is a need to promote a balanced approach that ensures the immediate release of qualified patients while encouraging responsibility in the settlement of unpaid obligations,” read part of the resolution.
The board encouraged the healthcare facilities to provide fair payment options, such as installment plans and financial counselling. They are also urged to coordinate with the government agencies and social services offices for the financial assistance programs for the indigent patients.(MyTVCebu)
