IN ANTICIPATION of the annual influx of travelers during All Saints' Day and All Souls' Day, authorities have launched "Oplan Biyaheng Ayos: Undas 2024" to ensure safety and smooth travel across land and sea.

The Land Transportation Office-Central Visayas (LTO-7) and Cebu Port Authority (CPA) will run this coordinated initiative from October 28 to November 5, focusing on enforcing strict safety standards for both land-based public transport and Cebu’s port facilities.

LTO 7 personnel will be inspecting public transportation vehicles at terminals throughout the region and will be conducting random roadside checks to verify the roadworthiness and safety compliance of public utility vehicles (PUVs).

LTO 7 regional director Glenn Galario instructed officials to ensure that all PUVs meet the necessary standards.

Pre-Oplan Biyaheng Ayos operations conducted on October 21 to 25 saw 122 PUVs pass inspections, while nine others were advised to address identified safety issues.

The LTO also urged the public to avoid “colorum” vehicles as these operate without proper documentation or safety checks.

Moreover, CPA will implement additional security measures at Cebu’s ports from October 31 to November 5, deploying explosive detection dogs across terminals and conducting 24-hour monitoring in collaboration with the Philippine Coast Guard, Maritime Industry Authority, and other agencies.

CPA General Manager Francisco Comendador III emphasized that these measures are crucial for passenger safety and security.

To prevent overcrowding and ticket scalping, CPA encourages passengers to book tickets in advance.

CPA will also enforce a “No ticket, No ID, No Entry” policy, requiring passengers to present valid tickets and identification at least two hours before departure.

Malasakit Help Desks (MHDs) and first-aid stations have been set up in passenger terminals to address any concerns or emergencies.
