THE Human Resource Development Office (HRDO) of Cebu City Hall has reiterated its policy prohibiting employees from using their offices as living spaces.

The office reminded that those needing extended stays for work-related purposes must submit an internal memorandum detailing their reasons.

The reminder came after accusations surfaced against Cebu City Transportation Office (CCTO) chief Raquel Arce, who was alleged to be residing at the CCTO office in the South Road Properties (SRP).

Former CCTO employee Ronald Ravina accused Arce and her children, both job-order employees, of living in the office and using utilities for personal needs. Ravina claimed they clocked in and out of work from the office before and after school.

Arce denied the allegations, explaining that her extended presence at the office is limited to supervising major events such as Misa de Gallo and Sinulog.

These events, she said, often require her to manage late-night deployments and respond to immediate concerns. Arce clarified that her official residence remains in Barangay Pardo, where she lives with her family.

HRDO chief Henry Tomalabcad, in an interview, confirmed that an investigation into the allegations is underway but noted that some city offices, such as the fire department, disaster office, and CCTO, have functions that justify overnight stays.

He explained that certain situations require employees to remain beyond regular hours, provided these align with their job responsibilities.

Tomalabcad emphasized that while occasional office stays may be necessary for urgent duties, turning a government office into a personal residence is strictly prohibited.

He warned that violations could lead to sanctions, including a warning for first offenses and potential suspension for repeated infractions.

The controversy intensified when Ravina alleged that Arce’s children benefited from her position, further accusing them of regularly staying in the office.

Arce dismissed these claims as baseless and attributed Ravina’s actions to frustrations over his termination from the CCTO. She explained that she let him go to protect him from cyber libel charges threatened by a local radio station.

City Administrator Kristine Batucan has also reiterated office guidelines, requiring employees to end work by 5 p.m. unless authorized overtime is necessary. Her directive aims to prevent misuse of public resources like electricity and water.

The HRDO, meanwhile, assured the public of a fair and thorough investigation into the matter, underscoring its dedication to enforcing compliance with government policies.(MyTVCebu)
