THE Cebu City Development Council has proposed a comprehensive P33.1 billion Annual Investment Plan (AIP) for 2025.

The proposal was submitted to the City Council, which officially referred it to various committees during the regular session on Wednesday, October 16.

Joseph Michael Espina, the secretary and officer-in-charge of the City Planning and Development Office, presented the proposal encapsulated in Resolution 01-905.

Of the total budget, approximately P30.5 billion will go to the “General Fund Proper,” while P2.6 billion will be designated for “Special Accounts.”

This AIP serves as the foundation for a range of development programs, projects, and activities across the city, reflecting its strategic priorities for the upcoming fiscal year.

The AIP includes various plans endorsed by the Department of the Interior and Local Government that emphasize crucial areas such as gender and development, disaster risk reduction, and climate action.

The Gender and Development Plan and Budget aims to enhance the functionality of Violence Against Women and Children desks in all 80 barangays, focusing on improving their response to human trafficking cases.

For disaster management, the Local Disaster Risk Reduction and Management Plan allocates P1.3 billion for equipment and resources to enhance the city’s emergency response capabilities, including disaster response equipment and communication tools.

The Local Climate Change Action Plan, with a budget of P150 million, encompasses the procurement of electric vehicles and the purchase of lots for socialized housing units to support displaced individuals due to demolitions or other government initiatives.

The Peace and Order Plan designates P40 million for a confidential intelligence fund and P18 million for acquiring land for the Philippine Drug Enforcement Agency-7 office. In addition, the Local Nutrition Action Plan addresses various nutritional initiatives within the community.

The proposed AIP allocates significant funds across various sectors, including P17.2 billion for institutional development and management, P7.7 billion for social services, P4.2 billion for economic services, and P1.3 billion for environmental management.

Under the general fund, the Cebu City Health Department will receive P2.3 billion to improve health services, including facility upgrades and the establishment of a Vaccination Operation Center.

The Department of Social Welfare and Services will also receive P1.5 billion for transport vehicles and equipment upgrades.

In the economic sector, the plan dedicates P3.2 billion to infrastructure projects led by the Department of Engineering and Public Works. This funding will support heavy equipment purchases and construction initiatives aimed at flood mitigation.

The AIP prioritizes support for senior citizens and Persons with Disabilities by allocating over P1 billion for their monthly financial assistance.

The plan includes additional initiatives under the Local Council for the Protection of Children, such as leadership skills training camps.

Additionally, P30 million will go to a national AIDS and STI prevention program, alongside measures to address the illegal drug issue through personnel hiring and community support initiatives.(MyTVCebu)
