MANDAUE City Mayor Thadeo “Jonkie” Ouano wore his own official identification card to work, telling city employees they have no excuse not to do the same.
Ouano issued a memorandum requiring all Mandaue City Hall personnel, whether regular, contractual, or under job order status, to wear their official IDs during duty hours.
“Duha ka semana pa baya ni nato. At least muingon sila, nisul-ob gani ang amahan sa syudad, musunod ra sad to ang mga staff nato sa city government. So lead by example lang ta,” he said.
Ouano emphasized that the move was meant to make government workers more accountable and easier for the public to identify when transacting at City Hall.
He admitted that not everyone has received their IDs yet due to delays caused by staff changes during the ongoing transition in the city government.
Some employees have been removed, while others have been newly hired or transferred, and a revalidation of personnel is still ongoing.
The ID distribution will begin once the updated list of staff is finalized.
Ouano said he wore his ID to set an example for others, adding that public workers should not expect special treatment just because of their position.
Alongside the ID rule, Memorandum Order No. 002-2025 also reminded department heads to strictly enforce working hours and attendance.
All personnel, including those stationed in barangays, are expected to follow standard office hours and submit accurate daily attendance records to the Human Resources and Management Office.
“All Department Heads are to enforce full and strict compliance with official working hours by all personnel of the City of Mandaue under their supervision,” the memo reads.
The mayor cited Republic Act 6713, which outlines ethical standards for government workers, in implementing the policy.
He warned that those who fail to comply with the rules will face consequences.
According to him, the goal is to make sure the public knows who they are dealing with, especially in case of complaints or issues involving city employees.(MyTVCebu)
