A HEFTY year-end payout is heading to the Cebu Provincial Capitol after provincial officials cleared the last hurdles needed to release incentives worth up to P55,000 to government employees.

The Cebu Provincial Government secured approval for the incentive package after completing all documentary and performance requirements set by the Civil Service Commission (CSC).

This allows multiple bonus components to be released to qualified workers.

Assistant Provincial Administrator Aldwin Empaces said compliance with the CSC standards hinged on the timely submission of key documents, including the Provincial Appraisal Indicators and the Collective Negotiation Agreement (CNA).

“I’m happy to say nga in the spirit of Christmas, na-comply nato ang mga needed requirements like Provincial Appraisal Indicators ug ang submission sa CNA,” Empaces said.

Under the approved scheme, regular and casual employees will receive a combined P55,000, made up of P30,000 from the CNA, P20,000 as Service Recognition Incentive (SRI), and P5,000 as a Performance-Based Incentive (PBI).

Job order workers will also receive financial assistance totaling P15,000, consisting of a P7,000 gratuity pay and an additional incentive provided by the provincial government.

Empaces acknowledged that meeting the CSC requirements was demanding due to the strict review process before any incentive could be authorized.

“Dili to sayon ang proseso kay kinahanglan jud masiguro nga kompleto ug sakto ang mga dokumento,” he said.

Funding for the incentives will be sourced from a supplemental budget set for deliberation during the final regular session of the Sangguniang Panlalawigan on Dec. 22, 2025.

While the release may take place after Christmas Day, Empaces said employees have shown understanding since the incentives have already been secured.

The CNA, which forms the basis for the incentives, was submitted to the CSC during the first week of December and later discussed with the employees’ association.

Empaces described the approval as a “win-win” outcome and credited Governor Pamela Baricuatro for pushing to ensure Capitol employees receive what he called a “just and proper” Christmas bonus, particularly as many were affected by Typhoon Tino and a recent earthquake.

The P20,000 SRI is part of the incentive package authorized by President Ferdinand R. Marcos Jr. for government workers in 2025, while the PBI is tied to a nationwide system that rewards agencies and employees for meeting performance and accountability standards.(MyTVCebu)
