WHAT has Mayor Nestor Archival accomplished in his first 100 days in office?

Cebuanos will soon find out as the city’s chief executive delivers his milestone report on Wednesday, Oct. 16.

This marks a major milestone in his term with a rundown of his early accomplishments, ongoing reforms, and next steps for Cebu City.

The report will outline the city’s progress in areas the mayor prioritized from day one: fiscal transparency, flood control, traffic management, solid waste reduction, and the push for a “governance reset” anchored on accountability and efficiency.

One of Archival’s first directives as mayor was a full inventory of all city-owned assets, from vehicles to heavy equipment and properties distributed across barangays, aimed at tracking usage, condition, and possible rehabilitation needs.

“Gusto nato masayran ang eksaktong kahimtang sa mga properties sa syudad aron magamit nato sila og husto ug epektibo,” he said in an earlier briefing.

The mayor also placed emphasis on tightening the city’s finances, noting that Cebu spends about ₱600 million annually on garbage management but earns only ₱100 million in revenue, a gap he described as “unsustainable.”

“Kinahanglan nato nga tarungon ang sistema sa basura. Dili nato kaya ang sobra ka dako nga gasto kung wala’y klarong revenue,” Archival said.

He added that waste segregation and recycling programs are being reinforced.

Moreover, Archival’s 10-point executive agenda, which he presented to the City Council in July, will guide his governance blueprint and is expected to be the backbone of his upcoming report.

The agenda includes reforms in health, education, housing, climate resilience, digital governance, traffic management, and revenue generation.

Among the major thrusts are:

Full operations of the Cebu City Medical Center (CCMC)

Strengthened the Long Life Program for senior citizens

24/7 public libraries

Expanded support for urban agriculture

Stricter enforcement of solid waste segregation

Digitized business processing permits

“What matters more is how we remain consistent — and above all, inclusive,” the mayor said during his inaugural policy address. “Ang kalampusan dili mahimong ako lang; kinahanglan kini usa ka kolektibong kalihokan sa mga Sugboanon.”

Archival has also directed all department heads to submit updated reports on staffing, finances, and projects, citing the need to ensure that every City Hall employee is “hired with purpose.”

He earlier revealed that the city’s daily salary expenditure reaches ₱58.5 million, covering both regular and job order workers, a figure he said demands close scrutiny and efficient management.

“Siguraduhon nato nga ang kwarta sa mga tawo magamit og tarong ug ang tanang trabahante sa City Hall maglihok og tinarong,” Archival said.

Archival’s report will also highlight ongoing efforts such as the completion audit of CCMC, desilting of waterways, tree planting, and traffic decongestion programs.

He is expected to renew his call for unity and cooperation among city officials, noting that political differences should not hinder shared goals.

The 100-day report will be Archival’s first formal public address since assuming office, setting the stage for the next phase of his administration’s reforms and programs.(TGP)
